About his life
Eldar Guliyev was born on July 26,1951 in Baku. In 1968, he graduated from Baku secondary school No. 187, and in 1969 he entered the Azerbaijan Institute of National Economy named after D. Bunyadzade (currently Azerbaijan State University of Economics). In 1973, he graduated from the institute and acquired the qualification of economist.
Scientific and Political activity
In 1973-1974, he worked at the Scientific Research Institute. He was in active military service in 1974-1975. In 1975-1987, he worked in responsible positions in the system of the Ministry of Trade of the Republic, and in 1981-1985, he was engaged in scientific research as a graduate student at the Azerbaijan State University of Economics. In 1987-1990, he worked as the head of the Central Union of Cooperatives of Azerbaijan. In 1990, he was elected to the position of the Deputy Chairman of the Board of the Central Union of Cooperatives of Azerbaijan, and in 1993 he was elected to the position of the Chairman of the Board of Directors. Since 2011, he is the rector of Azerbaijan Cooperation University, doctor of economic sciences, professor. HHe is a deputy National Assembly of the Azerbaijan Republic.
In 2011, he was elected “Honorary Member of Parliament” of the parliaments of Turkic-speaking countries, and in 2016, by the decision of the National Assemnly of the Republic of Azerbaijan, he was appointed the head of the Azerbaijani delegation in the Parliamentary Assembly of the Black Sea Economic Cooperation Organization.
Due to his extensive scientific activities and contributions to economic science, he was elected a full member of the Turkish World Studies International Academy of Sciences, the European Academy of Natural Sciences located in Hannover, Germany, the Italian International Academy of Economic and Social Sciences, and an Honorary Doctor of the Sukhushvili Technical University of the Republic of Georgia. He is an “Honorary Scientist” of the city of Rome. “Gold Star” medal and “Ataturk International” award by the International Academy of Sciences of Turkic World Studies, “Crowned Service Order” by the United Nations Awards Committee and “European Service Order” by the International Awards Committee of the Council of Public Awards (UNCOPA), European Natural Sciences Awarded by the Academy with the “Senator’s Star” and “Golden Eagle” orders, in Berlin, Germany Leibniz was awarded the title of “Honored Scientist of Europe” by awarding him with a medal. In addition to Azerbaijan and a number of former Soviet states, numerous scientific works and books have been published in Turkey, as well as in the USA and European countries.
In March 2017, the book “Global food security: realities, challenges and prospects” was published in one of the prestigious German printing houses. This book, dedicated to one of the world’s most global problems – the problem of food security, was accepted by an expert committee into the fund of the central library of the United Nations in Switzerland. In November 2017, a wide presentation of the book “Global food security: realities, challenges and prospects” was held in Rome, the capital of Italy. Known scientific and educational institutions, academic circles, In a presentation attended by representatives of international organizations based in Rome, including the UN Food and Agriculture Organization (FAO), professor Eldar Guliyeva was presented with the “Book of the Year” international award by the UN Public Awards Council for the worldly importance of the book authored by him. At the same time, Professor E. Guliyev was presented with the diploma of full member (academic) of the Vatican Bonifacian Academy. In July 2011, he was awarded the Order of Glory by the order of the President of the Republic of Azerbaijan for his effective social and political activity. He is married and has two children.

According to the decision of the Presidium of the European Academy of Natural Sciences dated February 19, 2019, Professor Eldar Guliyevi was awarded the international award “Scientist of the Year” for his monograph “Global food security: realities, challenges and prospects” dedicated to food security, which is the most urgent problem of the world economy. and awarded him with the “Eyler” medal. On the occasion of the 100th anniversary of the Azerbaijan Parliament, the Chairman of the National Assembly of the Republic of Azerbaijan, Mr. Ogtay Asadov, awarded Deputy Eldar Guliyev with the “Parliament” medal of the Republic of Azerbaijan. On July 3, 2019, the President of the Republic of Azerbaijan Mr. Ilham Aliyev awarded Deputy Eldar Guliyev with a “Gold Medal” on the occasion of the 100th anniversary of the establishment of the Azerbaijan Democratic Republic. In connection with the 100th anniversary of the establishment of the Ministry of Foreign Affairs of the Republic of Azerbaijan, Eldar Guliyev was awarded a jubilee medal by the Minister of Foreign Affairs Elmar Mammadyarov for successfully representing our country in international organizations. On July 3, 2019, the President of the Republic of Azerbaijan Mr. Ilham Aliyev awarded Deputy Eldar Guliyev with a “Gold Medal” on the occasion of the 100th anniversary of the establishment of the Azerbaijan Democratic Republic.
